It depends upon what you want/ are looking for. For example, Biodiesel can be obtained by using filtered, old deep fryer grease in a normal diesel engine. Currently, you can get "E-85" at many gas stations; this is a mixture of 15% ethanol alcohol mixed into 85% gas to be burnt in a combustion engine. Ethanol is just pure drinking alcohol. The generic formula for alcohol fermentation is to take glucose (normal sugar c6h12o6) and splitting it into 2 pyruvate (c3h4o3) molecules then bumping off a carbon atom (in the form of co2) from each pyruvate. You would need yeast or a bacteria to do this for you. Other methods of would be using algae to grow carbohydrates that closely resemble desirable hydrocarbons (diesel, jet fuel, gas, etc, etc, etc) then refining them into the end product.
In what regards is it safe? Getting deep fryer fat is safe so long as it is through legal channels (don’t steal it). Depending upon how much you add to the old oil adds safety risks such as: adding lye (a caustic base). Fermenting ethanol might be a bit more risky, seeing as how you would have to distill the alcohol. The yeast dies after the alcohol concentration reaches about 15%, thus you must evaporate out the water to increase the concentration of alcohol.

oil source ( used cooking oil or oil from pressed plants or pressed algae)
transetherication (lye & Methanol)
Separate (dran off glyerine)
water wash ( to remove the unreacted lye & Methanol)
dry
__ liters of dewatered, filtered, waste vegetable oil(wvo)
200 ml of methanol per liter of wvo
__grams of sodium hydroxide(lye) per liter of wvo…this is determined by doing a titration test on
the wvo and adding the results of the titration to the base amount of lye (3.5 grams) example
the titration result is 1.7 added to 3.5 =5.2 grams of lye per liter of wvo.
Mix the methanol and the lye to make sodium methoxide which is slowly added to the preheated
amount of wvo and circulated for 1-2 hours. After the mixture is allowed to settle for 24 hours
the glycerin is drained off the bottom and the biodiesel is washed and dryed and filtered.
It is then ready to be poured into the fuel tank of a diesel engine in any ratio or it can be run 100%.
It is as safe as you are careful. Methanol is as flamable as gasoline and lye is very caustic. If proper
care is taken, there will be no problem.
I have been making and running biodiesel in my mercedes for several years with no problems.

Vegetable oil can be used as diesel fuel just as it is, without being converted to biodiesel. Mix it with diesel fuel or kerosene then just put it in and go.
